Release of additional installment of dearness allowance to Central Government employees and dearness relief to Pensioners, due from 1.1.2014 
The Union Cabinet today approved the proposal to release an additional installment of Dearness Allowance (DA) to Central Government employees and Dearness Relief (DR) to pensioners with effect from 01.01.2014, in cash, but not before the disbursement of the salary for the month of March 2014 at the rate of 10 percent increase over the existing rate of 90 percent. 

Hence, Central Government employees as well as pensioners are entitled for DA/DR at the rate of 100 percent of the basic with effect from 01.01.2014. The increase is in accordance with the accepted formula based on the recommendations of the 6th Central Pay Commission.
 

The combined impact on the exchequer on account of both dearness allowance and dearness relief would be Rs. 11074.80 crore per annum and Rs. 12920.60 crore in the financial year 2014-15 ( i.e. for a period of 14 months from January 2014 to February 2015).

  • The Union Cabinet today gave its approval to the Terms of Reference of 7thCentral Pay Commission (CPC) as follows:-

  • a) To examine, review, evolve and recommend changes that are desirable and feasible regarding the principles that should govern the emoluments structure including pay, allowances and other facilities/benefits, in cash or kind, having regard to rationalization and simplification therein as well as the specialized needs of various Departments, agencies and services, in respect of the following categories of employees:-

  • i. Central Government employees-industrial and non-industrial;

  • ii. Personnel belonging to the All India Services;

  • iii. Personnel of the Union Territories;

  • iv. Officers and employees of the Indian Audit and Accounts Department;

  • v. Members of regulatory bodies (excluding the Reserve Bank of India) set up under Acts of Parliament; and

  • vi. Officers and employees of the Supreme Court.

  • b) To examine, review, evolve and recommend changes that are desirable and    feasible regarding principles that should govern the emoluments structure, concessions and facilities/benefits, in cash or kind, as well as retirement benefits of personnel belonging to the Defence Forces, having regard to historical and traditional parities, with due emphasis on aspects unique to these personnel.

  • c) To work out the framework for an emoluments structure linked with the need to attract the most suitable talent to Government service, promote efficiency, accountability and responsibility in the work culture, and foster excellence in the public governance system to respond to complex challenges of modern administration and rapid political, social, economic and technological changes, with due regard to expectations of stakeholders, and to recommend appropriate training and capacity building through a competency based framework.

  • d) To examine the existing schemes of payment of bonus, keeping in view, among other things, its bearing upon performance and productivity and make recommendations on the general principles, financial parameters and conditions for an appropriate incentive scheme to reward excellence in productivity, performance and integrity.

  • e) To review the variety of existing allowances presently available to employees in addition to pay and suggest their rationalization and simplification, with a view to ensuring that the pay structure is so designed as to take these into account.

  • f) To examine the principles which should govern the structure of pension and other retirement benefits, including revision of pension in the case of employees who have retired prior to the date of effect of these recommendations, keeping in view that retirement benefits of all Central Government employees appointed on and after 01.01.2004 are covered by the New Pension Scheme (NPS).

  • g) To make recommendations on the above, keeping in view:

  • i.    the economic conditions in the country and need for fiscal prudence;

  • ii. the need to ensure that adequate resources are available for    developmental expenditures and welfare measures;

  • iii.   the likely impact of the recommendations on the finances of the State Governments, which usually adopt the recommendations with some modifications;

  • iv.  the prevailing emolument structure and retirement benefits available to employees of Central Public Sector Undertakings; and

  • v.   the best global practices and their adaptability and relevance in Indian conditions.

  • h) To recommend the date of effect of its recommendations on all the above.

  • The Commission will make its recommendations within 18 months of the date of its constitution. It may consider, if necessary, sending interim reports on any of the matters as and when the recommendations are finalised.

  • The decision will result in the benefit of improved pay and allowances as well as rationalization of the pay structure in case of Central Government employees and other employees included in the scope of the 7th Central Pay Commission.

  • Background

  • Central Pay Commissions are periodically constituted to go into various issues of emoluments’ structure, retirement benefits and other service conditions of Central Government employees and to make recommendations on the changes required.

Jaipur, 21 Feb. "There were less numbers of trade unions, that was not the reason of formation of Bhartiya Mazdoor Sangh but to form such an organisation that believe in 'Nation First'. BMS is a movement of Nationalism and not a bread butter union like others", said Suresh Joshi, SAR KARYAVAH of Rashtriya Swayam Sevak Sangh, while addressing more than 2000 dedicated workers of Bharatiya Mazdoor Sangh who come from every nook and corner of the country to attend 17th All India Conference of Bharatiya Mazdoor Sangh at Jaipur.

He told a lot of progress is witnessed in the last 66 years in all the fields like Education, Medical, Information Technology but still 40-45% people of the country are constrained to live below poverty line. Out of 6 lacs villages, only 1-1.25 lacs are having secondary education facility. Laborer find it difficult to earn bread and butter for the family after putting 14-15 hours of hectic work per day. Over all development of these people should be the target for the activists of BMS. He pointed out that importance of an organisation is not in numbers but in skill and awareness of an activist which come true only by study and thought process.

The Chairman of Reception Committee Mr. Gopal Sharma, also Editor of Mahanagar Times, Jaipur underlined the contribution of BMS in the development of Industries, Society and nation by quoting some of inspiring incidents from the life of Late Sh. Dattopant Thengadi and RamPrakash ji , the founder and former General Secretary of BMS respectively.
The BMS President Shri.C.K.Sajinarayanan, has given a new dimension to Trade Union by raising a slogan 'save labour - save nation'. He demanded that central \ State Governments should provide Social Security to the unorganized sector. He told we are committed to 'social security to all and ready to take agitational steps if the Government will not be ready to implement the same. A book written by Shri Sajinarayanan 'Ten years of UPA - Collapse of Powerful Economy' was released by Suresh Joshi on the occasion.
Distinguished leaders from several central trade unions like Sh Jagdish Raj Shrimali (INTUC), Pro. Amarjeet Kaur(AITUC), Com. DebRoy (CITU), Harbhajan Singh Sidhu(HMS), S P Tiwari(TUCC) and Mr.Lakshmi Bhatt (Trade Union of Nepal) also make their presence in the inaugural session. They appreciated the efforts made by BMS in strengthening trade union movement and making unity among central trade unions to fight against the anti labour policies of Central Government.
The session was compared by Sh.Brijesh Upadhyay, All India Secretary and Vote of thanks was given by Raj Bihari Sharma, General Secretary, Rajashtan State BMS.
The session was commenced in the morning by flag hoisting by the President C.K.Sajinarayanan and lighting of lamps in front of Bhagwan Vishwakarma.

Govt likely to increase and merge dearness allowance                            with basic pay: ToI News

NEW DELHI: The government may increase and merge dearness allowance (DA) with basic pay with the Union Cabinet expected to include the proposal as part of the terms of reference of the 7th pay commission. 

The move will facilitate announcement of interim relief to more than 50 lakh government employees and 30 lakh pensioners by the newly-constituted pay commission before the code of conduct for the Lok Sabha polls come into force. 

Central government employees unions have been demanding that besides raising DA to 100%, the government should revise the pay and merge DA with basic pay, considering market inflation and price hike of essential commodities.

As per practice, DA is merged with basic pay when it breaches the 50% mark. DA merger helps employees as their other allowances are paid as a proportion of basic pay. 

An official said if merger of 50% DA with basic pay was decided, it could lead to hike in salary by around 30-35%. He added that there were instances of announcing interim relief to employees apart from DA by a newly constituted pay commission prior to their implementation. 

Merger of 50% DA with basic pay was done in the 5th pay commission, but the 6th commission did not recommended it. 

The Centre is expected to announce next month a hike in dearness allowance by 10% which would make it 100% of basic pay. It will be the second double digit DA hike in a row as the government had announced a hike of 10% in September last year, effective from July 1, 2013. 

An official said hike in DA will not be less than 10% and would be effective from January 1 this year.

Speed Post Launches Special Service for the Delivery of Delhi High Court Notices/ Summons

     Shri Kapil Sibal, Minister of Communications & Information Technology, here today launched a special service of the Speed Post for booking and delivery of Notices/ Summons of the High Court of Delhi with ‘Proof of Delivery’ (PoD) facility. The ‘PoD’ in its return transmission will also be booked under Speed Post Service. Shri Justice N.V. Ramana , Chief Justice, High Court of Delhi, was the Guest of honour at the launch function held in the High Court premises.

Key features of this special service of Speed Post are:

• Notices/ Summons of High Court of Delhi will be booked as Speed Post article in a specially designed envelope containing ‘PoD’, which would be available for sale at Delhi High Court Post Office Extension Counter;

• A separate Delhi High Court Post Office Extension Counter has been opened at Dispatch Section of Delhi High Court for convenience of the Customers;

• Separate Bar Code series have been allotted for these speed Post articles;

• Delivery of the Speed Post article as well as ‘Proof of Delivery’ can easily be tracked at India Post website : www.indiapost.gov.in

• The scanned copy of ‘PoD’ will also be sent to a dedicated email id of High Court of Delhi from Lodi Road Head Post Office;

• Speed Post booking Software has also been customized for the purpose.
